Bruce brings over 40 years of experience in various compliance roles during his Wall St career.  From 1976 to 1979 Bruce was a senior examiner for the National association of Securities Dealers (NASD, now known as FINRA).  He transitioned to Dillon Read and Co. Inc as a senior internal auditor from 1979 until 1986. Hired to launch the internal audit function at Daiwa Securities America in 1986, his function expanded to establish a securities lending desk as a profit center.  He Joined Lehman Brothers in 1991 in various fixed income roles including Global Asset Management Compliance Officer, Product Specialist in Municipal and High Yield trading, as well as being responsible for the implementation of The Code of Ethics firm-wide.  He was also the coordinator of the firm’s Political Contribution policy and firm monitor of Treasury Auction Policies.  In 1997, Bruce moved to the floor of the NYSE as the Chief Compliance Officer for Robb Peck and McCooey Specialist Corp.  In 2000, he was hired as Chief Compliance Officer of six of Garban LLC’s (later known as ICAP and Brokertec) family of broker dealers.  In 2009, he left to establish a new broker dealer called Redi Markets which later was purchased and became Cortview Capital LLC (later Pierpont Securities) where he was the CCO.  In 2013 he left for Canaccord Genuity’s newly formed Fixed Income desk as Managing Director until becoming fixed Income compliance consultant for Oyster Consulting in 2015.

Areas of Expertise

Bruce is a graduate of Boston College where he obtained a BA in Accounting and Finance.  In addition to his past CCO responsibilities, Bruce has been a Chief AML Officer, has established Written Supervisory Procedures for several firms, designed AML programs, Code of Conduct Programs, Continuing Education Procedures, and devised SEC mandated TRACE reporting procedures.  He successfully added FINRA Series 4, 7,9,10,14, 14A,24, 53,55,63,65, 87 and was a member of the National Association of Compliance Professionals.

Role and Responsibilities

As CCO of CHAiNGE LLC, Bruce will have day to day responsibilities to oversee the company’s efforts to be fully compliant with respect to all SEC rules and regulations related to the security tokens issued by the company.  Bruce will interface with all third-party vendors to ensure that they are fully compliant as well, and to ensure that thorough KYC/AML procedures are in place with respect to custody, trading, and direct purchase and sales of the company’s tokens by institutions and retail investors.  He will report to the CEO and the Operating Committee of the company, and provide guidance and assurances of compliant policies in all of the firm’s banking relationships, marketing policies and other related business activity.  He will also ensure that all efforts are made to follow suitability standards in all financial activities relating to the company’s customer base.
